Free assistance is available from several Government supported programmes offering comprehensive, impartial services including publications, tailored advice and help lines. Contact and other details appear here. Other than specific publications referred to within this Guide (see also Useful Publications), it is advisable to request an up to date publications list to see exactly what is available from each organisation / programme.

Building Research Establishment (BRE) http://www.bre.co.uk/ BRE run several programmes on behalf of Government and its agencies. The ‘Centre for Sustainable Construction’ programme provides expertise that can be used to help reduce the environmental impact and associated costs spanning the whole life cycle of a building. BRE provides practical guidance in relation to materials specification, construction and management.

LPA Responsibilities Strategic and local planning functions are split between the County Council and the various District Councils. The County Council is responsible for preparing the Joint Structure Plan plus the Minerals and Waste Local Plans, and also for development control issues relating to minerals, waste and the Council’s own development (e.g. schools, libraries).
District Councils prepare local plans for their own areas and have development and building control responsibilities for all other types of development such as housing and office development. Nottingham City Council, as a unitary authority, combines all these func-tions, working jointly with the County Council on strategic planning matters.
